Technical documentation development
Co-financing usually provided by each municipality for project implementation with the aim to promote the preservation and renovation of the housing stock within the municipality’s administrative territory. If the community does not have sufficient financial resources in the repair reserve fund, it is possible to obtain a loan from commercial banks and ALTUM to cover these expenses.
In the city of Liepāja and the state city of Riga (https://rea.riga.lv/lidzfinansejums/), binding regulations have been developed for financing up to 90% of the costs of technical documentation development (energy audit, technical inspection, technical project).
Building renovation
A capital discount is granted by ALTUM after energy efficiency measures are carried out in a multi-apartment residential building. Loans for implementing energy efficiency projects can be obtained from commercial banks (AS SEB banka, AS Citadele banka, AS Swedbank) and ALTUM for energy efficiency projects in multi-apartment buildings. Loans for repair works in multi-apartment buildings, if an energy efficiency project is not being carried out in cooperation with ALTUM, can be obtained under the Multi-Apartment Building Repair Loan program. Co-financing is also provided by certain municipalities; for example, the Riga state city municipality supports owners of historic buildings and buildings in emergency condition, as well as energy efficiency projects within the administrative territory of Riga city. It is important to note that the same costs cannot be applied for from different funding sources, and the owners’ association must ensure that double financing is not used.
